Statement of Condolence and Concern Regarding the Killing of Captain Okello Okidi

We express our deepest condolences on the killing of Captain Okello Okidi, which occurred on January 26, 2026, in Gambela. His death represents a grave loss to his family, his community, and to all those committed to the principles of justice, peace, and human dignity.

Captain Okello Okidi was born in Nyikwo village, Gambela District, Gambela Region. He pursued his education with distinction and later received military training in Cuba. Upon his return, he was formally commissioned as a Captain by the Ethiopian government and served in the national armed forces until 1991.

Following the political transition in May 1991, the Tigray People’s Liberation Front and the Ethiopian People’s Revolutionary Democratic Front. (TPLF/EPRDF), Captain Okello Okidi was compelled to flee into exile in Sudan, where he remained until 2004. In the aftermath of the December 2003 mass killings of the Anywaa people in Gambela, he joined the Gambela People’s Liberation Movement (GPLM), later serving as its Chairman. His involvement was guided by a stated commitment to protecting civilians and the political rights of his people.

In 2018, amid nationwide political reforms announced by Prime Minister Abiy Ahmed, Captain Okello Okidi and his movement were invited to return to Ethiopia and participate peacefully in the political process. He accepted this process in good faith, demonstrating a willingness to pursue political engagement over armed confrontation.

Captain Okello Okidi was widely regarded as a disciplined and principled leader. Those who worked with him describe his leadership as structured, accountable, and focused on safeguarding civilians and maintaining organizational discipline. He was not known to pursue personal enrichment or political privilege.

We are deeply concerned by the circumstances surrounding his killing. According to information currently available, the individuals involved are alleged to be members of the Ethiopian National Defense Forces and the Ethiopian Federal Police. Additional reports indicate the possible involvement of Oromia Special Forces, operating in federal uniforms.

These forces were reportedly deployed to Gambela following the June 14, 2022, events, which involved a failed attack attributed to the OLF. If verified, this killing raises serious concerns regarding extrajudicial execution, collective punishment, and violations of both Ethiopian law and international human rights standards, including the right to life and due process.

We therefore call for:

  • A prompt, independent, transparent, and impartial investigation into the killing of Captain Okello Okidi
  • Full accountability for all individuals involved, regardless of rank or affiliation
  • International human rights monitoring to ensure the protection of civilians and political actors in Gambela
  • Concrete measures to prevent further escalation and retaliatory violence in the region

Captain Okello Okidi’s death underscores the urgent need for strengthened rule of law, civilian protection, and political dialogue in Gambela. Accountability and justice are essential not only for his family but also for restoring public trust and preventing future violations.

We extend our sincere condolences to his family, colleagues, and community.
May his memory serve as a reminder of the necessity of justice, restraint, and respect for human rights.

Captain Okello Okidi’s legacy endures, in memory, in history, and in the ongoing call for justice and accountability.
